Really simple, there's an abundance of "Horde" around. The biggest amount is off to the right of the ship. There are easily 10 just sitting there not doing anything.

well, seeing that more people have the same issue as I do, I'd like to ask the lvl 85's out there who did the same and got the same "error": Does it make a difference for the quest achievement in the zone? I mean, if I lost this one, do I lose loremaster forever?
In other words: There's more than 120 quests in the Twilight Highlands, right? :)

I also made this mistake. Killed 9/10 horde, handed in the canon powder and did Aiming High, only to realise the Welcome NPC was gone. I dropped the quests, but of course that doesn't re-phase the zone. I'm a quest-completist so I stopped and ticketed it but 3 days later I'm still waiting after it was escalated over a day ago. I'm crossing fingers the GM may be willing to remove any gains and reset it!

After the first GM blew me off about this a second one did acknowledge that it is a known issue and they are working on a solution.

If working around the phasing is going to be an issue for the programmers, at least they should put in a pop up that warns you "hey, do you really want to accept this quest? Y/N Clicking 'yes' will start this quest and remove any possibility of ever completing 'Welcome to Highbank'."

(Like when you join a raid group that's already cleared bosses, telling you that you have x amount of seconds until you're saved to the raid ID)

I had the same problem but I kept the quest figuring I could complete it with a guildy when they came through the zone to try that. However, today I randomly found the appropriate mobs swimming in the water off the most southeast corner of the island with the tower on it SE of the keep. I'm almost positive I checked there previously and I've had a ticket open for 3 days waiting for a response. I'm not sure if they added the swimming mobs to adress the issue or if I just missed them before. Regardless, I was 7/10 on the mobs before hand, killed three of them, and then turned in the quest to Fawkes at his post phase location (pathing around the center fountain). I hope this helps and works out for others.

It appears Bliz updated the quest lines with a patch. I was unable to start the other quest line that phases the zone until finishing this quest. For my first character that had the phasing issue there were mobs in the water south of Highbank so I could finish the quest.

If you find that you have run out of hordies to kill because you have completed another quest before finishing it and/or phased dont worry. There are some hiding behind rocks just waiting for you to kill them south west of the small island past the boat connected to Highbank! enjoy

Im a level 85 warrior andam trying to get the quests in highbank to stop the fighting and allow me to veiw the vendors and the flight path. For some reason the quests don't show up. Am I in a different phase or is there something Im doing wrong.

Trivia:

This entire chain is a mirror of the chain that Horde players do when entering TwiHi; they do a strafing run on Highbank NPCs from a circling Horde zepplin's deck gun, a ground invasion of the keep, blowing up your explosives, etc.

Am I doing it wrong? For some reason when I go to kill the "Axebite" but once I do, it is not counted in my 10 to be slain? I've tried to kill multiple but not a single one work. I'm a little confused?

No AOE on this quest. Yes, I'm talking to you clothies! Those mobs aggro at around 75% hp with a warrior charge, kill them 1 by 1 to save some unnecessary pain.
