Which Classes Will Improve The Most in Phase 2 - Season of Discovery

Phase 2 of Season of Discovery brings with it a new level 40 cap. Even without Runes this will massively shake up the meta, but of course, there will always be winners and losers each Phase. This article will cover the most impactful new spells and talents gained between levels 26 and 40, estimating which classes will see the biggest improvements for Phase 2.
This list aims to look into what classes are looking the strongest and weakest in Phase 2 of Season of Discovery, without advance knowledge of what will be added or changed in Phase 2. New Runes and items, as well as changes to existing spells and items will likely have a drastic impact on what is and is not strong in Phase 2.
Warlock

Warlocks are looking incredible in Phase 2. Destruction gets

, one of the biggest power boosters in Classic. While other specs get similar Critical Damage boosts, most don't get it for just one point. On top of that, Demonology Warlocks get the incredibly powerful

Metamorfosis
could turn a Warlock into a one-man army.
Unfortunately, the newest rank of

is at level 36, which could have been a massive hit to

and Warlocks overall. That would be if we didn't have

, which scales with your level, and does Fire damage, enabling some damage boosts

is available at level 40, making it very strong for the Phase. On the flip side, the newest rank of

is available at 36, which while definitely not as bad as Phase 1, still means pressing it at least once per

No list is ever complete without mentioning the brown class. All three of the Warrior capstone talents are immensely strong. Both

Arms Warriors also get access to

An unexpected spot on this list goes to Bear Druids. A lot of what makes them especially strong in Phase 2 is also available to Cat DPS, but the opportunity cost for them is significantly higher.
At level 40 you get

, giving you a big boost to your bulk. This is meant to mirror Plate for Warrior tanks, but at level 40 there isn't a significant amount of Plate available, giving Bears the advantage. You also get

, which can help alleviate some strain.
Bear Druids still have the potential to bring

is unnecessary to complete the content available. While

brings some much needed AoE to the Rogue toolkit, and

enables some very strong burst periods.
Assassination Rogues also get some classics like

An honorable mention needs to be made, as Rogues learn

At level 40, Mages will have just gotten a fresh new rank of

After an awful Phase 1, Shadow Priest needs a bit of a pick-me-up. The glow up from level 25 to 40 is quite likely the biggest relative jump in power of any spec. Unfortunately, without some powerful new Runes, this jump might not mean much.

is an almost 50% Shadow damage increase, and coincidentally they get a fresh new rank of

To bring Shadow Priests back to earth,

is available at level 36, making it a bit outdated by max level. With Warlocks likely opting to play Fire instead of Shadow,

Finally, Gnomeregan is full of Mechanical enemies, and unless Blizzard makes some changes, they are immune to diseases, making one of the strongest Phase 1 Runes,

Similarly to Shadow Priests, Elemental Shaman gets a massive glow up between Phases. Their relative power massively increases, but without some new Runes to patch the holes, they are unlikely to end up topping the meters.
Putting 31 points into Elemental gives

, an on-demand guaranteed Crit every 3-minutes. While this spell may seem underwhelming just based on the description, if you cast a spell with a cast-time, and follow it by queueing an instant spell, they will both have the 100% Critical Chance. This means
