Total speculation at this point, but it could be associated with the level of your Soulbind. Level them up and the conduits you put on them have a higher rank while on them. Just spitballing.

A lot of people in the comments saying that Blizzard just made it worse when we don't even know what exactly this even is. Blizzard has never said anything about it, players have never been able to interact with it and it was just discovered. It could be an old iteration from before they came up with destructible conduits. It could be a new one that they're thinking of swapping to. It could be literally anything.

Hard to speculate how they will level up. The fact every Conduit has ranks doesn't mean it have to be leveled separately (but ofc it can). If it would be like essences and instead of 3 (4 visual) ranks you would have to level up 15. Oh boy.But I would like the idea if Renown level would level them up all together and it would be the price for changing Covenant (sadly by pictures Renown has only 11 levels so it could be just my dream).

As much as apparently grind and systems upon systems as RNG is something people may be used to already --- what in the hell is mage having 8 sec less CD on counterspell, 5 sec less CD on blink and 1.5 min less on block? If this works in PvP... guess we have not had RMX vs RMX for too long.
I assume it'll be level scaling, but the only endgame approach to ranked conduits I'd be alright with is if increasing your renown increases the effect of your conduit slots - meaning when you go up a renown level any conduits you already have equipped get stronger, because the soulbind slots themselves get stronger.
Hope this gets scrapped.
